SUBJECT: Fiscal Note for SB 175 by Senate Committee on Assessment and Taxation
In accordance with KSA 75-3715a, the following fiscal note concerning SB 175 is
respectfully submitted to your committee.
SB 175 would authorize public employees to immediately cease the withholding of
employee organization dues from their wages at any time once a written or email request is
submitted to their public employer. Once the public employer receives the request, the public
employer must immediately provide a written or email notification to the employee organization
and cease withholding dues from the employee’s wages.
Public employees would be required to notify their employees of their right to cease
payment of employee organization dues by providing written notification and a request form to
their employees at least annually.
The Department of Administration estimates the bill would require additional annual
expenditures of $2,049 from all funds, including $2,001 from the State General Fund. The
expenditures would be for mailing costs associated with providing written notifications and request
forms to employees and providing written notifications for employees with active payroll
deductions for organizational dues. The Department notes the costs could be reduced if the bill
authorized email communication of notifications and request forms. Any fiscal effect associated
with SB 175 is not reflected in The FY 2020 Governor’s Budget Report.
