SUBJECT: Fiscal Note for HB 2294 by Representative Hodge
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2294 is
respectfully submitted to your committee.
HB 2294 would amend existing law concerning transfers of surplus municipal utility funds
to another municipal fund. The bill would require that such a transfer be approved by the
governing body of the city in a separate motion and that notice of the transfer be published in the
official newspaper of the city with the amount to be transferred and the planned use for the
transferred funds. The bill would also make a number of technical corrections to existing law.
According to the League of Kansas Municipalities, enactment of HB 2294 would cause
additional expenditures for cities that are making these transfers from the requirement to publish
notices. Because the cost of notifications varies based on the city and the official newspaper and
because the number of transfers that might be made is unknown, the League is unable to estimate
what the fiscal effect might amount to.
