SUBJECT: Fiscal Note for HB 2297 by Representative Ballard, et al.
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2297 is
respectfully submitted to your committee.
The Personal and Family Protection Act authorizes the carrying of concealed handguns in
any public area of any state or municipal building unless there are adequate security measures in
place. HB 2297 would exempt all postsecondary educational institutions from this requirement.
It would also strike language that required state and municipal buildings to comply with certain
security measures in order to prohibit the carrying of concealed handguns and provide a notice of
the exemption to the Kansas Attorney General by, July 1, 2017.
The Kansas Board of Regents indicates each institution has implemented a variety of
security measures such as metal detectors and additional security officers in an effort to comply
with the requirements of the Act. The Board indicates the passage of HB 2297 would help
postsecondary educational institutions avoid additional costs for added security measures in the
future, but a precise estimate of costs that could be avoided cannot be made.
