SUBJECT: Fiscal Note for HB 2300 by Representative Burroughs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2300 is
respectfully submitted to your committee.
HB 2300 would create the Back the Badge license plate, which would be a new distinctive
license plate. The plate would be allowed on passenger vehicles or trucks of a gross weight of
20,000 or less. Individuals would be required to pay a $50 fee for each license plate issued. The
fee would be paid annually at the time of registration renewals. Fee payments would be deposited
into the Law Enforcement Memorial Fund and used to support the memorial to law enforcement
officers on the grounds of the State Capitol.
The Department of Revenue estimates the bill would require additional expenditures of
$2,170 from special revenue funds in FY 2020. Of this amount, $750 would be for system
programming changes, $960 would be for systems testing, $240 would be for updating policies
and procedures and $220 would be for design costs. The Department notes the plate would be
subject to current law requiring a $40 personalized license plate fee and a guarantee of a minimum
of 500 plates for the initial issuance. Any fiscal effect associated with HB 2300 is not reflected in
The FY 2020 Governor’s Budget Report.
