SUBJECT: Fiscal Note for HB 2273 by House Committee on Energy, Utilities and
Telecommunications
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2273 is
respectfully submitted to your committee.
HB 2273 would establish minimum setback distances for wind turbine facilities. The bill
would also establish procedures for developers and boards of county commissioners to follow
when reviewing and approving applications to develop wind turbine facilities.
The Kansas Corporation Commission indicates enactment of HB 2273 would have no
fiscal effect on the Commission. The Kansas Association of Counties estimates enactment of HB
2273 would increase county expenditures by increasing road maintenance needs, researching site
locations, processing applications and holding hearings. An estimate of the additional
expenditures was not provided.
