Dear Representative Williams:
SUBJECT: Fiscal Note for HB 2257 by House Committee on K-12 Education Budget
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2257 is
respectfully submitted to your committee.
HB 2257 would require each local board of education to adopt a policy to prohibit bullying
by any student, staff member, or parent towards another student or staff member on school
property, in a school vehicle, or at a school-sponsored event. The bill would outline the
requirements of the policy, the process for reporting bullying allegations, investigations of
bullying, maintenance of records, and potential disciplinary actions, all while maintaining the
privacy and safety of students.
The enactment of HB 2257 would have no fiscal effect on state aid to school districts. The
bill would require staff time of local board of education personnel to draft the new policies, as well
as to approve and implement bullying policies.
