SUBJECT: Fiscal Note for SB 143 by Senator Faust-Goudeau
In accordance with KSA 75-3715a, the following fiscal note concerning SB 143 is
respectfully submitted to your committee.
SB 143 would allow an individual, whose driving privileges have been revoked for driving
a motor vehicle on a state highway while having a canceled, suspended, or revoked driver’s license,
to submit to the Division of Vehicles a written request for restricted driving privileges. The cost
of the application would be a nonrefundable $25 application fee which would be used by the
Division for any additional administrative costs. The bill would outline the other qualifications
for the restricted driving privileges. In addition, the bill would change the waiting time to apply
for a new driver’s license following a voluntary surrender from 90 days to 60 days.
The enactment of SB 143 would require the Department of Revenue Division of Motor
Vehicles to make minor changes to the KanLicense system; however, the fiscal effect would be
negligible. Also, additional revenues to the Division of Vehicles Operating Fund from the
nonrefundable $25 application fee would occur from those individuals applying for restricted
driving privileges. However, the fiscal effect cannot be estimated. Any fiscal effect associated
with SB 143 is not reflected in The FY 2020 Governor’s Budget Report.
