The Honorable Molly Baumgardner, Chairperson
Senate Committee on Education
Statehouse, Room 445-S
Topeka, Kansas 66612
Dear Senator Baumgardner:
SUBJECT: Fiscal Note for SB 148 by Senate Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning SB 148 is
respectfully submitted to your committee.
SB 148 would allow a local board of education to specify a product or installation method
in a request for proposal (RFP). However, the specification could not include a proprietary product
or installation method. In addition, the board could not require a bidder to obtain a certification or
certain approvals to establish that the product or installation method is a substantially similar
alternative to the product or installation method specified in the RFP. Finally, if an RFP specifies
a particular product or installation method, the board could not consider any responding bids unless
at least three bidders have responded to the RFP.
Enactment of SB 148 would have no fiscal effect on state aid to school districts. Any
increased costs to local boards of education in its RFP process would be a result of the independent
decisions made by local boards.

Sincerely,

Larry L. Campbell
Director of the Budget
