SUBJECT: Fiscal Note for HB 2229 by House Committee on Children and Seniors
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2229 is
respectfully submitted to your committee.
HB 2229 would remove certain restrictions on what can be admitted as evidence when such
evidence is obtained using an electronic monitoring device that is placed in a resident’s room in
an adult care home.
The Department for Aging and Disability Services and the Department of Health and
Environment indicate enactment of HB 2229 would have no fiscal effect on the Departments’
operations. The Judicial Branch estimates enactment of the bill would have a fiscal effect on the
courts because the bill would allow admission of additional evidence. Increasing the amount of
admissible evidence would increase the amount of time spent by district court judicial personnel
to research and hear cases. However, the Judicial Branch estimates the fiscal effect would be
negligible. Any fiscal effect associated with HB 2229 is not reflected in The FY 2020 Governor’s
Budget Report.
