Dear Representative Williams:
SUBJECT: Fiscal Note for HB 2207 by House Committee on K-12 Education Budget
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2207 is
respectfully submitted to your committee.
HB 2207 would change current law regarding requirements for requests for proposals
(RFPs) for local boards of education. The bill would allow a local board of education to specify a
product or installation method in an RFP. However, the specification could not include a
proprietary product or installation method. In addition, the board could not require a bidder to
obtain a certification or certain approvals to establish that the product or installation method is a
substantially similar alternative to the product or installation method specified in the RFP. Finally,
if an RFP specifies a particular product or installation method, the board could not consider any
responding bids unless at least three bidders have responded to the RFP.
Enactment of HB 2207 would have no fiscal effect on state aid to school districts. Any
increased costs to local boards of education in its RFP process would be dependent on the
independent decisions made by local boards.
