SUBJECT: Fiscal Note for HB 2183 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2183 is
respectfully submitted to your committee.
HB 2183 would require all accredited high schools to give a course of instruction
concerning computer science. The bill would require the course to be at least one semester and
include a study of computers and algorithmic processes, hardware and software designs, and the
implementation and impact on society of computers and algorithmic processes. No student who
has not taken and satisfactorily passed the course could be certified as having the requirements
necessary for graduation for high school.
The bill would require the State Board of Education to establish an advisory board for
computer science academic performance standards prior to July 1, 2020. The advisory board
would adopt the standards for instruction of the course.
According to the Department of Education, enactment of HB 2183 would not change state
aid to school districts in the current school finance formula. As a result, school districts would be
required to finance the instruction of the computer science course within existing state aid received.
Any fiscal effect associated with HB 2183 is not reflected in The FY 2020 Governor’s Budget
Report.
