SUBJECT: Fiscal Note for SB 115 by Senator Haley
In accordance with KSA 75-3715a, the following fiscal note concerning SB 115 is
respectfully submitted to your committee.
SB 115 would create the Interstate Compact on the Agreement Among the States to Elect
the President by National Popular Vote. The bill would require Kansas to discontinue its
participation in the electoral college and participate in a national popular vote system. The
Compact would not take effect until enacted by states possessing the majority of the electoral
votes.
According to the Secretary of State, enactment of SB 115 would have no fiscal effect on
the agency until the Compact took effect.
