Dear Senator Kerschen:
SUBJECT: Fiscal Note for SB 112 by Senator Holland
In accordance with KSA 75-3715a, the following fiscal note concerning SB 112 is
respectfully submitted to your committee.
SB 112 would amend existing law concerning agricultural corporations to add definitions
of “poultry,” “poultry product,” “poultry processing facility,” and “poultry slaughter facility.” The
bill would prohibit any person or organization from establishing or operating a poultry processing
or poultry slaughter facility as currently defined by law, unless the facility was established prior
to July 1, 2019, or is authorized by the affected county by resolution or election after July 1, 2019.
According to the Kansas Department of Agriculture, enactment of SB 112 would have no
effect on agency expenditures or revenues. The Kansas Association of Counties states that
enactment of the bill could cause increased economic benefit and tax revenues for a county that
approved a measure to allow the facilities.
