Dear Senator Kerschen:
SUBJECT: Fiscal Note for SB 111 by Senator Holland
In accordance with KSA 75-3715a, the following fiscal note concerning SB 111 is
respectfully submitted to your committee.
SB 111 would amend existing law concerning agricultural corporations to alter the
definition of “poultry confinement facility,” to exclude any facility that produces 100,000 or fewer
broiler chickens or 25,000 or fewer brooding hens annually. The bill would prohibit any person
or organization from establishing or operating a poultry confinement facility as currently defined
by law, unless the facility was established prior to July 1, 2019, or is authorized by the affected
county by resolution or election after July 1, 2019.
According to the Kansas Department of Agriculture, enactment of SB 111 would have no
effect on agency expenditures or revenues. The Kansas Association of Counties states that
enactment of the bill could cause increased economic benefit and tax revenues for a county that
approved a measure to allow the facilities.
