SUBJECT: Fiscal Note for SB 110 by Senator Holland
In accordance with KSA 75-3715a, the following fiscal note concerning SB 110 is
respectfully submitted to your committee.
SB 110 would require the Kansas Department of Health and Environment and the Kansas
Department of Agriculture to extend a request for proposal to contract with an independent not-
for-profit organization to evaluate the human health effects of large scale poultry farms and poultry
slaughter facilities. The evaluation must include recommendations to mitigate human health risks
which are required to be reported to the Senate Standing Committee on Agriculture and Natural
Resources and the House Standing Committee on Agriculture on or before February 1, 2020.

According to the Kansas Department of Health and Environment and the Kansas
Department of Agriculture, enactment of SB 110 would have no direct effect on routine operating
expenses for the agencies. It is estimated that the cost of the study would be $300,000 to be split
between the two agencies. No revenue is associated with the bill, so the funding for the study

would be requested from the State General Fund. Any fiscal effect associated with SB 110 is not
reflected in The FY 2020 Governor’s Budget Report.
