SUBJECT: Fiscal Note for HB 2151 by House Committee on Judiciary
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2151 is
respectfully submitted to your committee.
HB 2151 would provide that a person filing a petition to summon a citizen-initiated grand
jury is immune from civil liability for any good faith conduct under the grand juries articles. The
bill specifies that this person would be the first witness called by the citizen-initiated grand jury
for the purpose of presenting evidence and testimony as to the subject matter and allegations of
the petition. The bill would clarify that the petitioner is the person who filed the petition and whose
name, address, and phone number appear on the face of each petition.
The Office of Judicial Administration indicates any fiscal effect resulting from the
enactment of HB 2151 would be negligible.
