SUBJECT: Fiscal Note for HB 2166 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2166 is
respectfully submitted to your committee.
HB 2166 would require all accredited high schools to give a course of instruction for grade
11 or grade 12 concerning personal finance literacy. The bill would require the course to be at
least one semester and include the following areas: (1) savings and investing; (2) credit and debt;
(3) financial responsibility and money management; and (4) insurance, risk management, and
income. No student who has not taken and satisfactorily passed the course in grade 11 or grade
12 could be certified as having the requirements necessary for graduation for high school. In
addition, the bill would amend current law regarding financial literacy curriculum for provisions
contained in HB 2166.
According to the Department of Education, enactment of HB 2166 would not change state
aid to school districts in the current school finance formula. As a result, the agency notes that the
bill would require school districts to finance the instruction of the class within existing state aid
received. Any fiscal effect associated with HB 2166 is not reflected in The FY 2020 Governor’s
Budget Report.
