SUBJECT: Fiscal Note for HB 2153 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2153 is
respectfully submitted to your committee.
HB 2153 would repeal KSA 2018 Supp. 60-5312, which prohibits postsecondary
educational institutions from taking action or enforcing policy that would deny a religious student
association any benefit available to any other student association, or discriminate against a
religious student association, based on such association’s requirement that the leaders or members
of such association comply with certain requirements. The bill would also repeal statutes that
allow any aggrieved student or religious student association to bring a cause of action against the
postsecondary educational institution for violation of KSA 2018 Supp. 60-5312.
The Kansas Board of Regents indicates HB 2153 would have no fiscal effect on its
operations or on Kansas public postsecondary educational institutions.
