Dear Senator Wilborn:
SUBJECT: Fiscal Note for SB 83 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 83 is
respectfully submitted to your committee.
SB 83 would increase the percentage of funds disbursed to the EMS Revolving fund of the
Board of Emergency Medical Services from the remittance of fines, penalties and forfeitures
received from clerks of the district court from 2.23 percent to 2.29 percent.

According to the Board of Emergency Medical Services, enactment of SB 83 would
generate approximately $120,925 in revenue to the agency, which would be used for grant
assistance to local governments that operate ambulance services. The bill would also result in a
commensurate reduction of $120,925 in revenue that would otherwise be disbursed to the State
General Fund. Any fiscal effect associated with SB 83 is not reflected in The FY 2020 Governor’s
Budget Report.
