SUBJECT: Fiscal Note for SB 87 by Senate Committee on Judiciary
In accordance with KSA 75-3715a, the following fiscal note concerning SB 87 is
respectfully submitted to your committee.
SB 87 would allow a person whose driving privileges have been suspended to enter into an
amnesty agreement with the county or district attorney. Under the terms of the amnesty agreement
the chief judge in a judicial district may:
1. Recall any warrants directly related to the suspension;
2. Waive reinstatement and collection fees directly related to the suspension; and
3. Offer payment plans, to be administered by the county or district attorney, to persons who
are unable to pay in full.
Anyone who is unable to pay due to hardship or lack of employment could enter into an
additional agreement with the court to receive a $10 credit against any fines imposed for every
hour of community service or class attended that is aimed at developing job skills and gaining
employment. The court would have to approve any classes and community service before the
person could receive any credit towards fines. The provisions of SB 87 would not apply to a
person whose driving privileges have been suspended by another court or non-traffic warrants.
The provisions would not apply to a person whose driver’s license has been suspended or revoked.
The Department of Revenue indicates SB 87 would have no fiscal effect on its operation.
