SUBJECT: Fiscal Note for SB 89 by Senate Committee on Judiciary
In accordance with KSA 75-3715a, the following fiscal note concerning SB 89 is
respectfully submitted to your committee.
SB 89 would allow the Governor, Chief Justice of the Supreme Court, and the Attorney
General to appoint a designee to the Kansas Criminal Justice Coordinating Council. The bill would
remove the Commissioner of Juvenile Justice from the Council.
The bill would allow the Secretary of Corrections, the Secretary for Aging and Disability
Services, and the Director of the Kansas Bureau of Investigation to appoint a designee to the
Substance Abuse Policy Board. SB 89 would add a criminal defense attorney appointed by the
Kansas Association of Criminal Defense Lawyers to the Board and would remove the
Commissioner of Juvenile Justice.
SB 89 would also add treatment for substance abuse while in custody and other therapeutic
courts to the items the Board is to review.
The Attorney General and the Department of Corrections indicate enactment of SB 89
would have no fiscal effect on the operations of either agency. The Office of Judicial
Administration indicates enactment of SB 89 would have no fiscal effect on the operations of the
Judicial Branch.
