Dear Senator McGinn:
SUBJECT: Fiscal Note for SB 57 by Senators Petersen and Holland
In accordance with KSA 75-3715a, the following fiscal note concerning SB 57 is
respectfully submitted to your committee.
SB 57 would require state information technology projects that are $3.0 million or more to
be reviewed by the Joint Committee on Information Technology (JCIT). Prior to entering into a
contract, state agencies must submit information concerning the project and contract to the JCIT
for review.
The Office of Information Technology Services (OITS) estimates that it and other state
agencies would not incur additional expenses to report or present information technology projects
to the JCIT. OITS notes that agencies that do not plan enough time in their project schedules for
reviews by the JCIT could experience delays, which would add time to the procurement process,
increase project costs or affect grant funding deadlines. According to OITS, the fiscal effect from
any potential delays is unknown. Any fiscal effect associated with SB 57 is not reflected in The
FY 2020 Governor’s Budget Report.
