SUBJECT: Fiscal Note for HB 2091 by Representative Pittman
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2091 is
respectfully submitted to your committee.
HB 2091 would amend existing law concerning advance voting in elections to allow any
registered voter of a county to cast an advance ballot in person at the office of the County Election
Officer or at any satellite advance voting site. The advance ballot could be cast during the period
beginning at least ten days prior to an election and ending at the close of business the day before
the election.
According to the Secretary of State, enactment of HB 2091 would result in additional
expenditures of $7,500 in FY 2019 and FY 2020 to modify training and education materials that
are provided to county election officials and the general public. The agency indicates that these
expenditures could be paid for from existing resources. According to the agency, because the bill
would increase the number of days required to provide in-person advance voting from seven to
ten, it could cause a significant increase in expenditures for hiring election board workers,
operation and security of voting equipment, and other costs associated with operating a location
where voting is taking place. Those costs could range from a few hundred dollars to a few
thousand dollars per county. However, the agency also indicates that, under current law, counties
have the option of offering in-person advance voting up to 20 days before the election and many
counties already offer voting prior to the seven days. Any fiscal effect associated with HB 2091
is not reflected in The FY 2020 Governor’s Budget Report.

The Kansas Association of Counties reports that enactment of HB 2091 could result in
additional costs for counties that keep election offices open for extended hours; however, the costs
would vary from county to county, and the Association is unable to estimate what they might
amount to.
