SUBJECT: Fiscal Note for SB 51 by Senator Hensley, et al.
In accordance with KSA 75-3715a, the following fiscal note concerning SB 51 is
respectfully submitted to your committee.
SB 51 would prohibit individuals elected to the state Legislature or a state office or
appointed by the Governor from lobbying or being employed as a lobbyist within two years of
leaving office.
The Governmental Ethics Commission collects fees from lobbyists registered in the state.
The number of individuals that may be affected by enactment of SB 51 cannot be estimated
because it is unknown how many officials would choose to be employed as a lobbyist. The
Commission estimates enactment of SB 51 would have a negligible effect on the fee revenues
collected from lobbyists. Any fiscal effect associated with SB 51 is not reflected in The FY 2020
Governor’s Budget Report.
