SUBJECT: Fiscal Note for HB 2069 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2069 is
respectfully submitted to your committee.
HB 2069 would require all Legislative committees to keep minutes of all meetings. Within
seven days of a meeting, the chairperson would be required to have the minutes available for
inspection and provided when requested.

According to Legislative Administrative Services (LAS), enactment of the bill would have
a fiscal effect on the Legislature’s budget. Currently, Kansas House of Representatives rules do
not specify a timeframe for committees to vote on meeting minutes and Kansas Senate rules state
that “the chairperson of each committee shall cause minutes of each meeting of the committee to
be prepared, subject to the approval of the committee, within 14 session days, or Sine Die
adjournment, whichever is earlier.”

Since many committee assistants double as the office assistant for the committee chair, the
enactment of the bill would require the Legislature to hire additional temporary Legislative session
staff. According to LAS, 29 additional temporary Legislative session staff would be required at a
cost of $274,128, including base hourly salary costs of $234,900 and fringe benefits costs totaling
$39,228. Any fiscal effect associated with HB 2069 is not reflected in The FY 2020 Governor’s
Budget Report.
