SUBJECT: Fiscal Note for HB 2080 by House Committee on Energy, Utilities and
Telecommunications
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2080 is
respectfully submitted to your committee.
HB 2080 would amend existing law concerning recovery by electric utilities of
transmission-related costs. The bill would limit the return that a utility may recover to the
actuarially assumed investment rate of return established by the Board of Trustees of the Kansas
Public Employees Retirement System. This limitation would not apply to costs to use transmission
facilities not owned by the utility. The bill would also exclude the utility that seeks to implement
the transmission delivery charge from any other manner of recovery of its costs from its retail
customers.
The Kansas Corporation Commission states that enactment of HB 2080 would have no
fiscal effect on the agency.
