SUBJECT: Fiscal Note for HB 2075 by Representative Woodard
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2075 is
respectfully submitted to your committee.
HB 2075 would amend existing law concerning petition circulators to reduce the age
requirement from 18 years of age to 16 years of age. The bill would also prohibit a person who
has been adjudicated as a juvenile offender for an offense that would constitute a felony if
committed by an adult from being a petition circulator.
The Kansas Secretary of State reports that enactment of HB 2075 would have a fiscal effect
upon the agency’s budget due to the cost of updating all existing petition forms and educational
and training materials to reflect the new law. In addition, training would need to be provided to
county election officials across the state and to persons who circulate petitions for legally
authorized purposes. The agency estimates that the cost would amount to less than $1,000 in the
fiscal year following enactment of the bill and would be paid from within existing resources. It is
not expected that there would be any long-term fiscal effect. The agency estimates that the cost of
implementation of the bill on the 105 county election offices across the state would be less than
$100 per county. The Kansas Association of Counties indicates that enactment of HB 2075 would
have no fiscal effect on Kansas counties. Any fiscal effect associated with HB 2075 is not reflected
in The FY 2020 Governor’s Budget Report.
