SUBJECT: Fiscal Note for HB 2067 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2067 is
respectfully submitted to your committee.
HB 2067 would require that on and after January 1, 2020, all Legislative committees that
convene in the Statehouse and chambers of the Kansas House of Representatives and the Kansas
Senate to have real-time audio and video live streaming accessible to the public on the internet.
The bill would outline certain conditions of the streaming requirements, as well as required reports
to the Legislature on streaming by the Director of Legislative Administrative Services.
According to the Legislative Administrative Services, enactment of HB 2067 would
require FY 2020 expenditures totaling $564,650 from the State General Fund. This estimate
includes $77,700 for equipment, $40,000 for professional services, $181,950 for closed-captioning
services, $200,000 for rewiring all committee rooms, and $65,000 for vendor fees. The above
costs would also include archiving the broadcasting. However, Legislative Administrative
Services notes that the estimates do not include additional salaries and wages costs that may be
necessary to implement the requirements of the bill. Any fiscal effect associated with HB 2067 is
not reflected in The FY 2020 Governor’s Budget Report.
