SUBJECT: Fiscal Note for HB 2077 by Representative Houser
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2077 is
respectfully submitted to your committee.
HB 2077 would require all individuals admitted to an inpatient treatment facility to be
evaluated for risk to attempt suicide. A treatment facility would be defined by the bill as any
private treatment facility, community mental health center or clinic, crisis intervention center or
psychiatric hospital, including Osawatomie and Larned State Hospitals, and other hospitals that
maintain psychiatric units.
The Kansas Department of Health and Environment (KDHE) indicates enactment of HB
2077 would have no fiscal effect on the agency. KDHE further indicates it is standard practice for
facilities identified in the bill to evaluate individuals admitted for risk to attempt suicide. The
Department for Aging and Disability Services estimates enactment of HB 2077 may have a fiscal
effect on the agency. However, the agency is unable to estimate the fiscal effect because the
number of individuals who would be considered at risk and any associated costs required for
increased monitoring and assistance are unknown. Any fiscal effect associated with HB 2077 is
not reflected in The FY 2020 Governor’s Budget Report.
