1 A PROPOSITION to amend section 2 of article 2 of the constitution of
2 the state of Kansas; relating to senators and representatives.

4 Be it resolved by the Legislature of the State of Kansas, two-thirds of the
5 members elected (or appointed) and qualified to the House of
6 Representatives and two-thirds of the members elected (or appointed)
7 and qualified to the Senate concurring therein:
8 Section 1. The following proposition to amend the constitution of
9 the state of Kansas shall be submitted to the qualified electors of the state
10 for their approval or rejection: Section 2 of article 2 of the constitution of
11 the state of Kansas is hereby amended to read as follows:
12 "ยง 2. Senators and representatives. (a) The number of
13 representatives and senators shall be regulated by law, but shall not
14 exceed one hundred twenty-five 125 representatives and forty 40
15 senators. Representatives and senators shall be elected from single-
16 member districts prescribed by law. Representatives shall be
17 elected for two-year terms. Senators shall be elected for four-year
18 terms. The terms of representatives and senators shall commence
19 on the second Monday of January of the year following election.
20 (b) (1) From and after January 11, 2021, no individual shall
21 be elected as a representative for more than six consecutive two-
22 year terms.
23 (2) From and after January 11, 2021, no individual shall be
24 elected as a senator for more than three consecutive four-year
25 terms.
26 (3) For the purpose of computing the time period under either
27 paragraph (1) or (2) of this subsection, no time spent serving as
28 either a representative or senator prior to January 11, 2021, shall
29 be counted."
30 Sec. 2. The following statement shall be printed on the ballot with
31 the amendment as a whole:
32 "Explanatory statement. This amendment would limit an
33 individual's service as a state representative to six
34 consecutive two-year terms starting on January 11, 2021.
35 This amendment would limit an individual's service as a
36 state senator to three consecutive four-year terms starting on

1 January 11, 2021. Any terms of service occurring prior to
2 January 11, 2021, and any nonconsecutive terms, would not
3 be subject to this limitation.
4 "A vote for this proposition would limit the service of an
5 individual as a state representative to six consecutive two-
6 year terms starting on January 11, 2021, and also limit the
7 service of an individual as a state senator to three
8 consecutive four-year terms starting on January 11, 2021.
9 "A vote against this proposition would retain the current
10 constitutional provisions that impose no limitations on the
11 number of terms an individual may serve as a representative
12 or as a senator."
13 Sec. 3. This resolution, if approved by two-thirds of the members
14 elected (or appointed) and qualified to the House of Representatives, and
15 two-thirds of the members elected (or appointed) and qualified to the
16 Senate shall be entered on the journals, together with the yeas and nays.
17 The secretary of state shall cause this resolution to be published as
18 provided by law and shall cause the proposed amendment to be submitted
19 to the electors of the state at the general election in November in the year
20 2020 unless a special election is called at a sooner date by concurrent
21 resolution of the legislature, in which case it shall be submitted to the
22 electors of the state at the special election.
