SUBJECT: Fiscal Note for SB 8 by Senator Faust-Goudeau
In accordance with KSA 75-3715a, the following fiscal note concerning SB 8 is
respectfully submitted to your committee.
SB 8 would establish a three-day waiting period between the purchase and delivery of any
firearm from a person or retailer. The waiting period excludes weekends and legal holidays. The
bill also requires each purchaser of a firearm to be subject to a national criminal history records
check, including an inquiry of the national instant criminal background check. The bill would not
apply to law enforcement officers or individuals with a concealed carry handgun license.
According to the Office of the Attorney General, enactment of SB 8 may result in an
increase of applications for concealed carry permits in order to bypass the three-day waiting period.
However, the fiscal effect cannot be estimated because the agency cannot accurately determine
how many applications for concealed carry permits it may receive as a result of enactment of the
bill. Any fiscal effect associated with SB 8 is not reflected in The FY 2020 Governor’s Budget
Report.
