SUBJECT: Fiscal Note for HB 2025 by Representative Capps
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2025 is
respectfully submitted to your committee.
HB 2025 would revise the definition of “interested party” in the Kansas Code for Care of
Children to include those who have filed a petition for adoption.
Enactment of HB 2025 could increase expenses for sending additional notices to interested
parties. If it does, the Office of Judicial Administration indicates that there would be a fiscal effect
on the operations of the court system. However, it is not possible to predict the number of
additional notices that would be sent. Therefore, a precise fiscal effect cannot be estimated. Any
fiscal effect associated with HB 2025 is not reflected in The FY 2020 Governor’s Budget Report.
