1 A PROPOSITION to amend section 1 of article 1 of the constitution of
2 the state of Kansas, relating to term limits for the offices of secretary
3 of state and attorney general.

5 Be it resolved by the Legislature of the State of Kansas, two-thirds of
6 the members elected (or appointed) and qualified to the House of
7 Representatives and two-thirds of the members elected (or appointed)
8 and qualified to the Senate concurring therein:
9 Section 1. The following proposition to amend the constitution of
10 the state of Kansas shall be submitted to the qualified electors of the state
11 for their approval or rejection: Section 1 of article 1 of the constitution of
12 the state of Kansas is hereby amended to read as follows:
13 "ยง 1. Executive officers; selection; terms. (a) The
14 constitutional officers of the executive department shall be the
15 governor, lieutenant governor, secretary of state, and attorney
16 general, who shall have such qualifications as are provided by law.
17 Such officers shall be chosen by the electors of this state at the time
18 of voting for members of the legislature in the year 1974 and every
19 four years thereafter, and such officers elected in 1974 and
20 thereafter shall have terms of four years which shall begin on the
21 second Monday of January next after their election, and until their
22 successors are elected and qualified. In the year 1974 and
23 thereafter, at all elections of governor and lieutenant governor the
24 candidates for such offices shall be nominated and elected jointly
25 in such manner as is prescribed by law so that a single vote shall be
26 cast for a candidate for governor and a candidate for lieutenant
27 governor running together, and if such candidates are nominated by
28 petition or convention each petition signature and each convention
29 vote shall be made for a candidate for governor and a candidate for
30 lieutenant governor running together.
31 (b) No person may be elected to more than two successive
32 terms as:
33 (1) Governor nor to more than two successive terms as;
34 (2) lieutenant governor;
35 (3) secretary of state; and
36 (4) attorney general."

1 Sec. 2. The following statement shall be printed on the ballot with
2 the amendment as a whole:
3 "Explanatory statement. The purpose of this amendment is to
4 extend the same term limit of two successive terms that now
5 applies to the offices of governor and lieutenant governor to
6 the offices of secretary of state and attorney general.
7 "A vote for this proposition would extend the same term limit to
8 all constitutional officers of the executive branch of state
9 government.
10 "A vote against this proposition would continue the status quo
11 of no term limits for the offices of secretary of state and
12 attorney general."
13 Sec. 3. This resolution, if approved by two-thirds of the members
14 elected (or appointed) and qualified to the House of Representatives, and
15 two-thirds of the members elected (or appointed) and qualified to the
16 Senate shall be entered on the journals, together with the yeas and nays.
17 The secretary of state shall cause this resolution to be published as
18 provided by law and shall cause the proposed amendment to be submitted
19 to the electors of the state at the general election in November in the year
20 2020 unless a special election is called at a sooner date by concurrent
21 resolution of the legislature, in which case it shall be submitted to the
22 electors of the state at the special election.
