SUBJECT: Fiscal Note for HB 2010 by Representative Ward
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2010 is
respectfully submitted to your committee.
HB 2010, as introduced, would prohibit elected officials and individuals employed as
senior level governmental officials from lobbying or being employed as a lobbyist within one year
of leaving elected office or governmental employment.
The Governmental Ethics Commission collects fees from lobbyists registered in the state.
The number of individuals that may be affected by enactment of HB 2010 cannot be estimated
because it is unknown how many elected officials or senior level governmental officials would
choose to be employed as a lobbyist. The Commission estimates enactment of HB 2010 would
have a negligible effect on the fee revenues collected from lobbyists. Any fiscal effect associated
with HB 2010 is not reflected in The FY 2020 Governor’s Budget Report.
