Dear Senator Suellentrop:
SUBJECT: Fiscal Note for SB 6 by Senator Faust-Goudeau
In accordance with KSA 75-3715a, the following fiscal note concerning SB 6 is
respectfully submitted to your committee.
SB 6 would require the Department for Children and Families (DCF) to collaborate with
community partners and stakeholders to jointly develop performance-based contracts to provide
an array of evidence-based prevention and early intervention services for families who are at risk
for out-of-home placement or have a child in out-of-home placement and for children who are
awaiting adoption. The bill stipulates that the implementation plan must describe the services to
be delivered, outcome measures used, how families would be referred and the optimum balance of
shared responsibility for child protection and child welfare between the state and community-based
providers.
The bill would require DCF to report to the Governor, the House Committee on Children
and Seniors, and the Senate Committee on Public Health and Welfare by January 31, 2020 with
an implementation plan which would begin July 1, 2020. Updates and recommendations of the
plan would be due by January 31, 2021. A proposal for reinvestment of savings from presumed
reduction in foster care caseloads would be due to Legislature and Governor by January 31, 2021.
According to DCF, enactment of SB 6 would not have a direct fiscal effect on the agency.
It is not anticipated that collaboration with community partners or stakeholders would have a fiscal
effect as there are no provisions requiring payment of expenses to those partners. Any savings
from foster caseloads would be realized during the Consensus Caseload Estimating process. This
process does not allow the agency to retain any unnecessary funds for other programs. It is also

assumed that the outcomes established would be consistent with federal outcome requirements. If
not, it is possible the agency could be penalized by partial withholding of federal funding.
