SUBJECT: Fiscal Note for HB 2008 by Representative Williams
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2008 is
respectfully submitted to your committee.
HB 2008, as introduced, would exempt Kansas from observing federal daylight saving time
provisions beginning the first Sunday of November 2019 at 2:00 a.m. The bill would not affect
any actions, rights, or movements governed by federal law.

The Office of Information Technology Services (OITS) indicates that enactment of HB
2008 would increase expenditures by $750,000 from the State General Fund to conduct an analysis
of statewide systems and software. The analysis would involve OITS identifying all systems and
software that utilize a time, date and calendar function and then determining the cost of aligning
affected systems and software with the provisions of HB 2008. OITS indicates that making the
changes and updates to the systems and software would require further expenditures, but the total

fiscal effect beyond the initial analysis cannot be estimated. Any fiscal effect associated with HB
2008 is not reflected in The FY 2020 Governor’s Budget Report.
