SENATE RESOLUTION No. 54
MADAM PRESIDENT:
I offer the following resolution and move its adoption:
1 A SENATE RESOLUTION calling on the Indiana Senate
2 to have transparency and public input for the 2021 redistricting
3 process.
4 Whereas, Every ten years, following the federal decennial
5 census, the Indiana legislature redraws the state’s
6 congressional and legislative districts in a process called
7 redistricting;
8 Whereas, Redistricting has serious implications for voting
9 rights, with the potential to suppress minority and political
10 party representation through the manipulation of electoral
11 maps to favor one party or group, a practice commonly
12 referred to as gerrymandering;
13 Whereas, A transparent process is necessary to ensure that
14 the Indiana General Assembly does not engage in
15 gerrymandering and that Hoosiers have equal, fair
16 representation in government;
17 Whereas, The Supreme Court has recently declined to
18 intervene in cases of partisan gerrymandering, but noted that
19 states have the ability to pass laws and set policies to limit the

1 practice;
2 Whereas, The Indiana Senate has consistently promoted the
3 transparency and valued the importance of the full
4 participation from the public in the redistricting process;
5
6 Whereas, Indiana congressional and legislative maps
7 should not be drawn on the basis of political data to favor one
8 political party, rather, they should be drawn in a way that will
9 represent all Hoosier voices and allow Indiana to participate
10 in a healthy democracy; and
11 Whereas, The redistricting process, in order to be as
12 transparent as possible, should be conducted through the full
13 legislative process, including public input, committee
14 discussion, opportunities for amendments, and robust floor
15 debate, all of which should be done during a special session in
16 2021: Therefore,
17 Be it resolved by the Senate of the
18 General Assembly of the State of Indiana:
19 SECTION 1. That the Indiana Senate is committed to
20 ensuring that the 2021 redistricting process is transparent, with
21 ample opportunity for public input.
