1 A CONCURRENT RESOLUTION honoring Judge James
2 S. Kirsch.
3 Whereas, The Honorable James S. Kirsch, Judge of the
4 Indiana Court of Appeals, has announced his retirement after
5 years of distinguished service to the State of Indiana;
6 Whereas, Judge Kirsch is an Indianapolis native who
7 received his bachelor's degree with honors from Butler
8 University in 1968 and graduated cum laude from the Indiana
9 University Robert H. McKinney School of Law in 1974. He and
10 his wife Jan have two children, Adam and Alexandra;
11 Whereas, From 1974 to 1988, Judge Kirsch practiced law
12 with the firm of Kroger, Gardis & Regas in Indianapolis in the
13 areas of commercial and business litigation and served as
14 managing partner of the firm. He served as judge of the Marion
15 Superior Court from 1988 to 1994 and as presiding judge of
16 that court in 1992;
17 Whereas, Judge Kirsch was appointed to the Court of Appeals
18 by Governor Evan Bayh in March 1994 and served as chief
19 judge from March 1, 2004, to February 28, 2007. He was
20 retained on the court by the voters in three retention elections
21 in 1996, 2006, and 2016;
22 Whereas, Judge Kirsch has made a prodigious contribution
23 to Indiana law by authoring more than 6,000 decisions of the
24 Court of Appeals that are admired for their sound logic, clear
25 reasoning, and practical results;

1 Whereas, Since 1990, Judge Kirsch has held an appointment
2 as visiting professor of law and management at the Krannert
3 Graduate School of Management at Purdue University. He has
4 taught law in 30 countries on five continents and currently
5 holds concurrent faculty appointments at the University of
6 Tilburg in the Netherlands and the Central European
7 University in Budapest, Hungary. He is a frequent speaker and
8 lecturer and has served on the faculty of more than 300
9 continuing legal education programs;
10 Whereas, Judge Kirsch is a past-president of the Indianapolis
11 Bar Association and of the Indianapolis Bar Foundation and is
12 a former member of the Board of Visitors of the Indiana
13 University Robert H. McKinney School of Law. He is a Fellow
14 of the Indiana State Bar Foundation and of the Indianapolis
15 Bar Foundation. He is a past-president of the United
16 Way/Community Service Council Board of Directors;
17 Whereas, Judge Kirsch is a current or former member of the
18 Board of Directors of the United Way of Central Indiana, the
19 Board of Associates of Rose Hulman Institute of Technology,
20 and the Boards of Directors of the Goodwill Industries
21 Foundation of Central Indiana, the Community Centers of
22 Indianapolis, the Indianapolis Urban League, the Legal Aid
23 Society of Indianapolis, the Stanley K. Lacy Leadership
24 Association, and the Benjamin Harrison Presidential Site;
25 Whereas, Judge Kirsch has been named a Sagamore of the
26 Wabash by four different governors; and
27 Whereas, In 2009, the Indianapolis Bar Association presented
28 Judge Kirsch with its highest award, the Hon. Paul H.
29 Buchanan Award of Excellence, in recognition of "his notable
30 attainments as a lawyer and honorable service to the legal
31 profession over an extended period time": Therefore,
32 Be it resolved by the House of Representatives
33 of the General Assembly of the State of Indiana,
34 the Senate concurring:
35 SECTION 1. That the Indiana General Assembly honors and
36 recognizes Judge James S. Kirsch and expresses its appreciation
37 for his service to the State of Indiana.
38 SECTION 2. That the Principal Clerk of the House of

1 Representatives shall transmit copies of this resolution to
