1 A CONCURRENT RESOLUTION honoring Judge David
2 Cates.
3 Whereas, David Clay Cates was born on October 8, 1959, in
4 Evansville, Indiana, to Mary Ann and Dr. Jeryl R. Cates. He
5 passed away on December 9, 2020, at the age of 61;
6 Whereas, The Honorable Judge Cates was deeply involved in
7 his community, having been a resident of Kosciusko County for
8 34 years after graduating in 1985 with his juris doctor from
9 Indiana University School of Law in Indianapolis;
10 Whereas, Judge Cates was a graduate of Indianapolis Ben
11 Davis High School and received his bachelor of science from
12 Purdue University in 1982;
13 Whereas, Judge Cates was a proud Boilermaker and enjoyed
14 membership in the Purdue Alumni Association, John Purdue
15 Club, and Kosciusko County Purdue Alumni Club;
16 Whereas, Judge Cates moved to Syracuse after graduating
17 law school and practiced law with Pickwick Block. He later
18 became partner at the law firm Green, Cates and Grossnickle,
19 LLP, and he worked with and was a member of the Indiana
20 State and Kosciusko County Bar Associations for many years;
21 Whereas, Judge Cates was a registered mediator and served
22 more than 100 days as judge pro tem in Kosciusko County
23 Court, and was admitted to practice with the Indiana Supreme
24 Court, Northern and Southern Federal District Courts, and
25 U.S. 7th Circuit Court of Appeals;

1 Whereas, Judge Cates was elected as superior court judge in
2 2014 and brought a wealth of knowledge and experience to the
3 position with his many years of private practice, including
4 serving 26 years as the second attorney in the history of the
5 Wawasee Community School Corporation;
6 Whereas, Judge Cates served on the Republican staff of the
7 Indiana House of Representatives from 1981 to 1984. He was
8 past executive secretary of the Indiana Judicial Study
9 Commission, Judicial Nominating Commission, and Judicial
10 Qualifications Commission;
11 Whereas, Judge Cates was a Republican Party delegate to the
12 Indiana Republican State Convention twice and served as
13 sergeant of arms with the Indiana State Republican
14 Convention. He was active in the local Republican Party and
15 served as former vice-precinct committee member;
16 Whereas, Judge Cates was named honorary Indiana secretary
17 of state for his years of service to the Indiana General Assembly
18 and for his work with the Indiana Republican party;
19 Whereas, Judge Cates was an avid fisherman and
20 outdoorsman who enjoyed membership in Ducks Unlimited, the
21 National Rifle Association, Webster Lake Musky Club, Muskies
22 Inc. International, and the K21 Health Foundation;
23 Whereas, Judge Cates sought to better his community by
24 contributing his time, talent, and knowledge to many roles,
25 including president and board member for the Lakeland Youth
26 Center, president and board member for Lakeland Community
27 Services, board member for Teen Parents Succeeding, trustee
28 of the Milford Library Board, certified Hunter Education
29 instructor, and as a member of the Syracuse-Wawasee
30 Chamber of Commerce, the Syracuse-Wawasee Rotary Club,
31 ABATE of Indiana, Calvary United Methodist Church, and the
32 American Legion Herbert Kuhn Post 253;
33 Whereas, Judge Cates will be lovingly remembered by his
34 wife, Kimberly Dawn; sons, Jeryl and Jeremy; stepson,
35 Christopher; stepdaughter, Abbigail; granddaughter, Willow;
36 mother, Mary Ann; and sister, Debbie; and
37 Whereas, Judge Cates lived his life in the service of others

1 and devoted himself to the betterment of his community and the
2 state of Indiana: Therefore,
3 Be it resolved by the House of Representatives
4 of the General Assembly of the State of Indiana,
5 the Senate concurring:
6 SECTION 1. That the Indiana General Assembly honors and
7 remembers Judge David Cates for his many years of service in
8 his community.
9 SECTION 2. That the Principal Clerk of the Indiana House
10 of Representatives shall transmit a copy of the resolution to the
11 office of State Representative Craig Snow for distribution.
