1 A HOUSE RESOLUTION commending the Indiana
2 Chapter of the Institute of Scrap Recycling Industries and its
3 members during their COVID-19 response.
4 Whereas, During the COVID-19 Pandemic, it has been
5 essential to keep Indiana's manufacturing industry operational;
6 Whereas, Indiana's manufacturing industry is a leader in the
7 production of steel, paper and paper products, electronics,
8 aluminum, plastics, textiles, tires, and glass, and continues to
9 produce these materials and products essential to the citizens
10 of Indiana, the United States, and the World;
11 Whereas, Indiana's manufacturers must have a constant and
12 reliable supply of raw materials in order to produce these
13 materials and products;

1 Whereas, Indiana's manufacturers would not have access to
2 their needed raw materials without the collection, processing,
3 and manufacturing of recyclable and recovered materials into
4 raw materials by Indiana's recycling industry;
5 Whereas, In recognition of this fact, Indiana's recyclers have
6 been deemed essential businesses and workers from the onset
7 of the pandemic;
8 Whereas, Indiana's recyclers have followed all appropriate
9 and required protocols and as a result have operated safely,
10 protecting their employees and customers;
11 Whereas, Throughout the pandemic, hundreds of thousands
12 of tons of valuable recyclable materials, such as automobiles,
13 scrap metal, electronics, paper, glass, plastics, rubber, and
14 textiles, have been kept out of Indiana's landfills and have been
15 manufactured into valuable raw materials;
16 Whereas, Those raw materials have been used by
17 manufacturers in Indiana and throughout the world to
18 manufacture products from toilet paper to respirators to new
19 automobiles;
20 Whereas, Indiana's recycling industry has provided used
21 auto parts for reuse, allowing Indiana's citizens to safely and
22 economically repair their automobiles and maintain reliable
23 transportation throughout the pandemic;
24 Whereas, Indiana's recycling industry has collected,
25 repaired, and redeployed tens of thousands of mobile
26 technology devices, becoming an alternative supplier to
27 education and corporate entities, facilitating student's remote
28 learning and supporting our great citizens working from home,
29 when international supply chains were disrupted during the
30 pandemic, causing shortages of these devices;
31 Whereas, Indiana's recycling industry has collected, sorted,
32 and reclaimed plastic products and packaging that could be
33 used as feedstock to manufacture products that enhance
34 hygiene and sanitation, such as disposable hospital gowns and
35 garbage bags;

1 Whereas, Indiana's recycling industry has continued to
2 collect and recycle scrap tires, protecting public health and the
3 environment and producing valuable rubber products such as
4 those used in vital infrastructure projects; and
5 Whereas, Indiana's recycling industry has collected, sorted,
6 processed, and delivered recovered fiber to paper,
7 containerboard, and paperboard mills to be used in
8 manufacturing essential products, including tissue products,
9 pulp used in diapers and other personal hygiene products,
10 papers for communication and education, building/construction
11 products, and packaging for food, beverages, food service,
12 cleaning supplies, pharmaceuticals, medical equipment, and
13 other essential consumer products: Therefore,
14 Be it resolved by the House of Representatives of the
15 General Assembly of the State of Indiana:
16 SECTION 1. That the Indiana House of Representatives
17 commends the Indiana Chapter of the Institute of Scrap
18 Recycling Industries and its members during their COVID-19
19 response.
20 SECTION 2. That the Principal Clerk of the House of
21 Representatives shall transmit copies of this resolution to
22 Representative Doug Gutwein for distribution.
