1 A CONCURRENT RESOLUTION expressing support for
2 the United States Army's Future Vertical Lift Program,
3 including the Future Long-Range Assault Aircraft Program, as
4 part of the modernization of the United States Army, and urging
5 the Indiana federal congressional delegation to support the full
6 funding of the Future Vertical Lift Program in the federal
7 budget and in subsequent authorization and appropriations
8 legislation.
9 Whereas, The United States of America faces a growing
10 multifaceted national security threat from near-peer
11 challengers around the world;
12 Whereas, The national security of the United States
13 requires a multitude of critical modernization efforts across all
14 branches of the United States military;
15 Whereas, Indiana is home to several active military bases,
16 major members of the United States defense industry, world-
17 class academic institutions, and a key strategic asset of the
18 United States;
19 Whereas, Indiana has set an impressive objective to triple
20 federal defense investment in Indiana over the coming years;
21 Whereas, Our warfighters require vertical lift aircraft with
22 greater reach, speed, agility, lethality, and survivability to
23 compete in the critical anti-access/anti-denial environment;
24 Whereas, The United States Army modernization plan

1 involves six mutually supporting priorities, including Future
2 Vertical Lift (FVL), to enable the joint force to counter rapidly
3 advancing threats;
4 Whereas, The FVL program involves a next-generation
5 family of aircraft, enabling the United States Department of
6 Defense to successfully meet these emerging and rapidly
7 evolving threats;
8 Whereas, Within the FVL program, the Future Long-Range
9 Assault Aircraft (FLRAA) seeks to expand the vertical lift fleet
10 by delivering the most modern, versatile, and lethal weapons
11 systems in the world to win on the modern battlefield;
12 Whereas, FLRAA will serve as the primary air assault,
13 aerial medical evacuation, and medium utility aircraft for the
14 United States Army;
15 Whereas, The United States Marine Corps is likewise
16 assessing the platform for its future utility and attack
17 requirements;
18 Whereas, FLRAA would enhance the capability of the
19 Indiana Army National Guard to execute national security
20 missions and respond to domestic contingencies such as natural
21 disasters;
22 Whereas, The FVL program generally, and the FLRAA in
23 particular, will help drive innovation in Indiana's aerospace
24 and defense sectors for many decades to come; and
25 Whereas, The FLRAA program can deliver significant
26 economic benefits and advance Indiana's objective to
27 significantly grow the state's support and involvement in
28 national security efforts: Therefore,
29 Be it resolved by the Senate of the General Assembly
30 of the State of Indiana, the House of Representatives
31 concurring:

1 SECTION 1. That the Indiana General Assembly fully
2 supports the United States Army's Future Vertical Lift Program,
3 including the Future Long-Range Assault Aircraft Program, as
4 part of the United States Army modernization.
5 SECTION 2. That the Indiana General Assembly urges the
6 U.S. Senators and Representatives of the State of Indiana to
7 commit to support the funding for the Future Vertical Lift
8 Program, including the Future Long-Range Assault Aircraft
9 Program, in the President's federal budget and subsequent
10 authorization and appropriations legislation.
11 SECTION 3. The Secretary of the Senate is hereby directed
12 to transmit a copy of this Resolution to each member of the
13 United States Senate and United States House of
14 Representatives serving Indiana.
