SENATE RESOLUTION ____
MADAM PRESIDENT:
I offer the following resolution and move its adoption:
1 A SENATE RESOLUTION memorializing Ken "Kenny"
2 Duggins.
3 Whereas, Ken "Kenny" Duggins of Indianapolis, Indiana
4 passed away on November 1, 2020;
5 Whereas, Born on March 3, 1950, Kenny grew up on the
6 east side of Indianapolis and graduated from Arlington High
7 School in 1968;
8 Whereas, A proud patriot, Kenny served as a Microwave
9 Systems Repairman with the Signal Corps for three years and
10 was stationed in Vietnam from July 1969 to September 1970,
11 ending his service at the rank of E-4;
12 Whereas, Following in his father's footsteps, Kenny was
13 head of the flag crew at the Indianapolis Motor Speedway for
14 almost fifty years, starting in his early 20's and continuing in
15 this role until his passing;
16 Whereas, A loving and dedicated husband, Kenny's goal in
17 life was to make his wife of 24 years, Patty McKinnon, laugh
18 every day;

1 Whereas, A devoted community member, Kenny's presence
2 was greatly valued at the American Legion Post 64, Marion
3 County Fish & Game, and several Democratic clubs, including
4 the Wayne Township United Democrat Club, as well as the
5 numerous charity events that he volunteered at with his wife,
6 Patty;
7 Whereas, Kenny's impact on the John Knox Presbyterian
8 Church in Indianapolis will continue to be deeply felt, as he
9 was an integral member of the Church, serving for three terms
10 as the ruling elder;
11 Whereas, When not serving his community, Kenny enjoyed
12 reading spy novels, playing slot machines at casinos, grilling
13 his famous ribeye steaks, and spending time with his beloved
14 greyhounds, Buddy and Dresser;
15 Whereas, A loving husband, brother, father, and
16 grandfather, Kenny is survived by and will be deeply missed by
17 his wife, Patty McKinnon; his brother, Larry Duggins and his
18 partner Martha Flinchum-Duggins; his sons Mike Duggins and
19 his partner Tobey, Kenny Duggins Jr. and his partner Donna,
20 and Benjamin McKinnon-Duggins and his fiancee Kali Stahl;
21 his stepdaughters Jocelyn McKinnon-Crowley and Saralyn
22 McKinnon-Crowley and her partner Aren Wilson-Wright; and
23 his grandchildren Skyler, Devin, and Reagan Duggins; and
24 Whereas, Kenny's steadfast love for and dedication to his
25 community, church, and family is unparalled and will be
26 greatly missed: Therefore,
27 Be it resolved by the Senate of the
28 General Assembly of the State of Indiana:
29 SECTION 1. That the Indiana Senate memorializes Ken
30 "Kenny" Duggins.

1 SECTION 2. The Secretary of the Senate is hereby directed
2 to transmit copies of this Resolution to his wife, Patty
3 McKinnon.
