1 A HOUSE RESOLUTION honoring the many
2 accomplishments of Patricia "Pat" Ann Payne on her 80th
3 birthday.
4 Whereas, Patricia Ann Payne was born on January 31, 1941,
5 in Indianapolis to Rufus and Susie Myers, celebrating her 80th
6 birthday this year. She is wife to Jerome, mother to Kristie
7 King, and grandmother to Michael Jr. and Myles;
8 Whereas, She attended Indianapolis Public Schools (IPS)
9 from kindergarten through 12th grade, earned her Bachelor's
10 Degree from Indiana University, Bloomington, received her
11 Master's Degree and Administrative License from IUPUI, and
12 was awarded an Honorary Doctorate of Humane Letters from
13 Martin University in Indianapolis;

1 Whereas, Patricia worked in Indianapolis Public Schools
2 from 1962 to the present day, working as a second grade
3 teacher from 1962 to 1987, as director of the IPS Crispus
4 Attucks Center from 1962 to 2014, and now as director of the
5 IPS Racial Equity Office and the Crispus Attucks Museum. She
6 was named IPS Teacher of the Year in 1984 and was a finalist
7 for the 1985 State Teacher of the Year;
8 Whereas, She has received the following local, state, and
9 national awards: NAACP Education Award, Excellence Award
10 from the Division of Equal Opportunity for the City of
11 Indianapolis, Outstanding Woman of the Year Award from the
12 Center for Leadership and Development, Breakthrough Woman
13 Award from the Coalition of 100 Black Women, the 1994 Black
14 Woman of the Year Award from Asiatic Productions,
15 Indianapolis Education Association's Human Rights Award,
16 Center for Leadership and Development's Distinguished Award
17 in Education, Indiana State Teacher Association's Pacesetters
18 Award, Exemplary Teacher recognition from the Education
19 Commission of the States, Omega Psi Phi Fraternity Education
20 Award, Stacey Toran Foundation's 2002 Achievement in
21 Education Award, Diversity Torchbearer Award from the
22 African Community International Center, Diamond Award from
23 the Indiana Chapter of 100 Black Men, YWCA Women of
24 Achievement Phyllis Wheatley Award, Martin Luther King Jr.
25 Human Rights Award for Leadership in Education from the
26 Indianapolis Education Association, Lifetime Achievement
27 Award from the Indianapolis Professional Association,
28 "Putting Your Faith on the Line" Award and "Educational
29 Excellence" Award from the Indiana Black Expo, Living
30 Legend Award from Community Action of Greater
31 Indianapolis, Senator Julia Carson Community Service Award
32 at Crown Hill Cemetery's Black History Celebration of
33 Excellence, Distinguished Alumni Award from Indiana
34 University, Sagamore of the Wabash from the State of Indiana,
35 Trailblazer Award from the Kennedy King Memorial Initiative,
36 Champions of Diversity Award from the Indianapolis
37 Recorder/Minority Business Magazine, IUPUI Spirit of
38 Philanthropy Award, Hoosier Heritage Award, I Am Black
39 History Award from the Indiana Conference Lay Male Chorus,
40 Indiana Women Warriors Award from the Indianapolis Chapter

2 the National Education Association (NEA);
3 Whereas, Patricia has been honored and recognized by the
4 following groups: Indiana Civil Rights Commission for Best
5 Practices in the field of Multicultural Education, Muncie,
6 Indiana Chapter of the Black Expo and given a key to the city
7 by the Mayor's office, Martin Luther King Institute for Social
8 Change, National Council of Negro Women, Madame C.J.
9 Walker Chapter of the Negro Business and Professional
10 Women's Club, Inc., National Council of Negro Women
11 Indianapolis Section, and the Circle City Frontiers
12 International;
13 Whereas, She has received opportunities to travel to Brazil,
14 Israel, Palestine, Nigeria, and Egypt for study, and she has
15 represented the NEA in Botswana and at the International
16 Conference of Teachers in Canada;
17 Whereas, Patricia has been appointed to the Flanner House
18 Board of Directors, the Martin University Board of Trustees,
19 Indiana University School of Education Alumni Board,
20 Indianapolis Public Library Board of Trustees, CICF Advisory
21 Council, and Diversity Leadership Academy, and she was
22 appointed Commissioner on the Teacher Education Licensing
23 Study Committee by Governor Evan Bayh in 1989. She was
24 chosen to represent the NEA on the National Teachers Exam
25 Policy Council and the National Council of Accreditation for
26 Teacher Education. She was one of four teachers nominated by
27 the State Department of Education and selected as one of 56
28 teachers nationwide to participate in a National Teachers
29 Forum sponsored by the Education Commission of the States;
30 Whereas, She has served as an educational consultant to the
31 National Association of Multicultural Education, the
32 Underground Railroad Freedom Curriculum Project, the
33 Family Advocacy Center, AmeriCorps, the Hoosier Girl Scout
34 Council, Indiana State University, Teach for America, and
35 many others, and she has served as a professional development
36 consultant for the Indiana State Museum, the Veteran's
37 Administration Medical Center, and Central State University
38 Institute of Urban Education in Ohio;

1 Whereas, Patricia has presented at numerous conferences,
2 programs, school districts, and universities, including:
3 University of Pittsburgh, Central State University, Palm Beach
4 County, Florida, the National Association for Multicultural
5 Education, the National Alliance of Black School Educators,
6 Indiana Commission on Civil Rights, University of Michigan
7 Journal of Race & Law, Butler University's Diversity Initiative
8 Group, Indiana Consortium of State, Local Human Rights
9 Agencies, and Cathedral High School, as well as many others;
10 Whereas, She has served as chair, co-chair, committee
11 member, board member, or trustee of many organizations
12 around the country, including: Indianapolis Public Library,
13 Madame C.J. Walker Theatre Center, the Indiana Education
14 Committee of the Indianapolis Commission on African
15 American Males, the National Association for Multicultural
16 Education, Indianapolis Museum of Art, African American
17 History Challenge program, Indianapolis Children's Choir
18 Harmony Chorus, the Peace Learning Center, St. Mary of the
19 Woods College, Indianapolis Education Association, Indiana
20 State Teachers Association, Indiana State Teachers Association
21 Instruction and Professional Development Committee, NEA's
22 Black Caucus, NEA Minority Affairs Committee, NEA Civil
23 Rights Committee, and NEA Board of Directors;
24 Whereas, Patricia has directed programs and activities for
25 the IPS school district, including Racial Equity training since
26 2015, the 34th Annual Multicultural Festival, the 24th Annual
27 Spirit of Freedom for IPS 5th graders, and the 39th annual
28 televised tribute to Dr. Martin Luther King Jr. and she served
29 as moderator for the IPS television show Multicultural Points
30 and Perspectives; and
31 Whereas, She is a certified trainer for the Respecting Ethnic
32 and Cultural Heritage program, certified administrator for the
33 Intercultural Development Inventory, and a member of Alpha
34 Kappa Alpha Sorority: Therefore,
35 Be it resolved by the House of Representatives of the
36 General Assembly of the State of Indiana:
37 SECTION 1. That the Indiana House of Representatives

1 honors Patricia Anne Payne for her many accomplishments,
2 dedication to education and children, and service to the
3 community.
4 SECTION 2. That the Indiana House of Representatives
5 wishes her well on her 80th birthday and many more.
6 SECTION 3. That the Principal Clerk of the House of
7 Representatives shall transmit copies of this resolution to
8 Representative Cherrish Pryor for distribution.
