SUBJECT: Prohibition of Race Based Hair Discrimination.
FIRST AUTHOR: Rep. Summers BILL STATUS: As Introduced
FIRST SPONSOR:

X DEDICATED
X FEDERAL
Summary of Legislation: This bill prohibits race discrimination based on traits historically associated with
race, such as hair texture and protective hairstyles.
Effective Date: July 1, 2021.
Explanation of State Expenditures: Civil Rights Commission: The bill may increase the number of
complaints received by the Civil Rights Commission concerning discrimination due to race, which would
increase the workload of the commission depending on the number and nature of complaints and claims
received. The Civil Rights Commission investigates complaints of discrimination due to race and other
protected classes within credit, education, employment, housing, and public accommodation. The additional
funds and resources required could be supplied through existing staff and resources currently being used in
another program or with new appropriations. Ultimately, the source of funds and resources required to satisfy
the requirements of this bill will depend on legislative and administrative actions.
State Agencies as Employers and State Educational Institutions (SEIs): The bill could increase workload at
state agencies and SEIs if additional reports and investigations into discrimination or harassment due to race
occur, however, the bill’s requirements should be able to be implemented with no additional appropriations,
assuming near customary agency staffing and resource levels. [This bill has the potential to impact all
agencies as employers, thus impacting all funds that provide operating funding to agency staff.]
Explanation of State Revenues:
Explanation of Local Expenditures: Public Schools: The bill could increase workload for local schools
