Summary of Legislation: The bill requires a county, city, or town that executes a collective bargaining
agreement after June 30, 2021, regarding the unit's police employees, to do the following before executing
the agreement: (1) Discuss the proposed agreement at a public meeting. (2) Publish the meeting notice and
post the proposed agreement on the unit's Internet web site not later than 10 days before the public meeting.
Effective Date: July 1, 2021.

Explanation of Local Expenditures: The bill requires a county, municipality, or township with a police
department to hold a public meeting to discuss a proposed collective bargaining agreement before executing
the agreement. The unit must post the proposed agreement on their web site at least 10 days before the
meeting and publish a notice for the meeting. Units with proposed agreements will incur additional costs and
workload for public notices and meetings unless they are able to discuss the proposed agreements at regularly
scheduled meetings.
