Summary of Legislation: This bill establishes the Indiana Crime Guns Task Force (Task Force) to address
violent crime in Boone, Hamilton, Hancock, Hendricks, Marion, Morgan, Johnson, and Shelby counties by
delivering, in cooperation with state and federal officials, a uniform strategy to trace firearms used to commit
crimes. It establishes an executive board to direct and oversee the task force. It also requires the Indiana
Criminal Justice Institute to establish and administer the Task Force Fund. The bill makes conforming
amendments.
Effective Date: July 1, 2021.
Explanation of State Expenditures: This bill establishes the Indiana Crime Guns Task Force Fund to be
administered by the Indiana Criminal Justice Institute (CJI). The Task Force Fund will receive money from
grants and donations, money collected from member agencies in accordance with its operating memorandum
of understanding (MOU), and money appropriated to fund the task force. Money in the fund cannot be used
or transferred by the CJI for any other purpose than those determined by the task force’s executive board.
Expenditures may not exceed the available balance of the fund. The bill does not make an appropriation to
the fund.
Explanation of State Revenues: This bill allows for the MOU governing the operations of the task force
to require member agencies to contribute money to the Task Force Fund.
Explanation of Local Expenditures: The Indianapolis Metropolitan Police Department (IMPD) will appoint
an executive director, and that executive will determine the employees and staff necessary for the task force
to function. The costs for these employees will be funded with money from the Indiana Crime Guns Task

Force Fund and should not affect expenditures by the IMPD.
The executive board is comprised of the chief of the IMPD and the Superintendent of the Indiana State Police
(or their designees) as well as the sheriffs and chiefs of police of all departments which have assigned at least
one officer in support of the task force. Members of the executive board are not entitled to per diem or
mileage payments. Local personnel assigned to the task force will continue to be paid by their respective
participating agencies and will retain medical and liability insurance coverage under those agencies. In the
unlikely event that being assigned to the task force increases risk for worker’s compensation or medical
benefits, costs may increase. These responsibilities constitute a workload increase on the members of the
board and a significant workload increase on their departments. The resources required could be supplied
through existing staff currently being used in another program or with new appropriations. Ultimately, the
source of funds and resources required to satisfy the requirements of this bill will depend on legislative and
administrative actions.
This bill also requires participating agencies to enter into an MOU regarding the operation of the task force.
Such an agreement may require agencies to contribute money to the Task Force Fund.
