Summary of Legislation: The bill requires the State Board of Education (State Board) to adopt
administrative rules to allow an organization to provide credit under a Core 40 curriculum model for
alternative programs in which students obtain credit counting toward the student's graduation requirements
from non-school educational experience that applies or incorporates content area knowledge in lieu of a
required or elective course in the Core 40 curriculum model.
Effective Date: July 1, 2021.
Explanation of State Expenditures: Summary: The bill’s requirements on the State Board, the Commission
for Higher Education, the Department of Education, and State Educational Institutions (SEI) to review and
approve, as applicable, applications for students to obtain credit from nonschool educational experiences
would increase the workload of these agencies. However, the agencies should be able to fulfill the bill’s
requirements within their existing staffing and resource levels.
Additional Information: The application to provide high school credit from an alternative program would
be reviewed and could be initially approved by a team that includes at least a representative from the
Department of Education, a representative from an SEI, and at least one educator licensed in the applicable
content area. The State Board would then review the application and could approve, deny, or conditionally
approve the application. The initial approval cannot exceed one year and may be renewed for up to five
years. The State Board can rescind its approval if the applicant fails to comply with the rules established by
the State Board.

educator to the team initially reviewing the application from an alternative program within their current
staffing and resource levels.
