Summary of Legislation: The bill provides that the county election board may adopt a resolution
authorizing the circuit court clerk to establish a satellite office to permit voters to cast absentee ballots for
at least four hours on the third Saturday preceding election day.
Effective Date: July 1, 2021.

Explanation of Local Expenditures: The impact of this provision on local expenditures would depend on
county election board action. Expenditures for a satellite office would include staffing, facility rental (if
required), ballot printing (in counties not using DRE voting systems for early voting), and security measures.
A survey sent to all counties (with 18 responses) found that early voting costs for satellite offices ranged
from $1,270 to $70,000 depending on county size during the 2020 general election cycle.
