Summary of Legislation: The bill requires each approved postsecondary educational institution to issue to
each of its students a student ID card that contains all the information on the card that makes the card an
acceptable proof of identification under Indiana election law.
Effective Date: July 1, 2021.
Explanation of State Expenditures: State Educational Institutions (SEIs): This bill would require student
IDs to contain the student’s legal name, a photo, and an expiration date. Based on current student ID policies
at SEIs, it is estimated that around 100,000 students would need replacement IDs to meet the requirements
of this bill. At an estimated cost per card of $10, the overall one-time cost across all the SEIs could total
around $1 M. To the extent that SEIs are able to roll out compliant student IDs with incoming freshman, the
costs for the SEIs would be minimal. The funds necessary to cover the costs could come from a variety of
sources and will vary by institution and campus. Ultimately, it will depend on the actions and decisions of
institution administrators. [SEIs receive state funding for operations through General Fund appropriations.]
Additional Information - Student name, photo, and expiration date are already present on student ID cards
issued by many SEIs, however, several major exceptions exist. Many colleges and universities allow the
student to put their preferred name rather than their legal name on their student ID. Also, many colleges do
not have photos on the student ID for their online students. At Ivy Tech, student IDs are only required on
certain campuses and not all campuses have expiration dates on their IDs. Student IDs at the University of
Southern Indiana do not include expiration dates. Purdue rolled out IDs with expiration dates for the
incoming freshman class of 2020, but students who enrolled earlier have older IDs without an expiration
date. Given the current ID policies at Ivy Tech, Purdue, and the University of Southern Indiana, as well as

online students and students who currently have their preferred name rather than a legal name on their ID,
it is likely that 40% to 50% of all resident degree-seeking students (91,000 to 112,000) at SEIs would need
a replacement student ID to meet the requirements of this bill. Under current practice, the SEIs provide an
initial student ID to a student at no charge, and typically charge $5 to $25 for a replacement card.
This bill would apply to all public, private, and proprietary colleges and universities in the state.
