Summary of Legislation: The bill changes the criteria for eligibility of broadband grants for rural areas.
Effective Date: Upon passage.
Explanation of State Expenditures: Office of Community and Rural Development (OCRA): The OCRA
must amend procedures for awarding broadband development grants in accordance with the bill’s changes
to various criteria. These include changes to priority and preference criteria, and the allowance of funding
even alongside similar federal funding if certain conditions are met. This could enable the OCRA to spend
rural broadband grant money on a broader array of projects than are currently eligible. These represent
procedural changes to an existing program, so the agency should be able to update procedures and meet the
requirements of the bill within existing resources.
